Implement the proposed overflow-anchor CSS property: overflow-anchor: [[before | after] [<length>]?] || [[start | end] [<length>]?] This lets you make the scrollable area always be at the top or far right (but with logical directions), optionally allowing for some spacing. Using this you can make chat/log viewer like interfaces easily where the overflow region is always at the bottom.
